Lifer Gets 33 More Months: Marcos Monarrez Jr. Sentenced for Racketeering Scheme Run Inside Cambria County Prison

PITTSBURGH, Pa. - The U.S. Attorney's Office for the Western District of Pennsylvania announced on October 22 that Marcos Monarrez Jr., 27, who is already serving a life sentence, was sentenced in federal court to an additional 33 months in prison, to be followed by three years of supervised release, for conducting and participating in the affairs of an enterprise through racketeering activity at the Cambria County Prison. United States District Judge J. Nicholas Ranjan imposed the sentence on October 21, 2026, and ordered it to be served consecutively to the life sentence Monarrez is currently serving. United States Attorney Troy Rivetti announced the result.
According to information presented to the court, from around July 2023 to around December 2023, while incarcerated at the Cambria County Prison, Monarrez bribed correctional officers and medical staff to smuggle contraband into the prison, namely cell phones and K2, which were then sold to other inmates for a substantial profit. In addition to the bribery, Monarrez directed multiple individuals to send and receive money for the contraband on his behalf.
The life sentence Monarrez is serving stems from his conviction for violating the federal "Kingpin" drug-trafficking statute by operating a continuing criminal enterprise, as well as money laundering, in relation to a transnational drug trafficking organization. In the prison case, Monarrez was among 10 individuals charged in an indictment unsealed in July 2025 with racketeering activity at the Cambria County Prison. To date, eight of the defendants have pleaded guilty, with four now having been sentenced.
Assistant United States Attorney Maureen Sheehan-Balchon is prosecuting the case. The investigation was conducted by Homeland Security Investigations (HSI), the Federal Bureau of Investigation's (FBI) Safe Streets Task Force, the Cambria County District Attorney's Office, and the Cambria County Prison.
