Eight residents of southwest Pennsylvania have been indicted by a federal grand jury in Pittsburgh on charges of violating federal drug laws, United States Attorney Troy Rivetti for the Western District of Pennsylvania announced. The eight-count indictment follows a 15-month Homeland Security Task Force (HSTF) investigation into a drug trafficking organization and charges the defendants with conspiring to distribute, possessing with intent to distribute, and/or distributing various quantities of cocaine between June 1, 2025, and September 1, 2026. The indictment was unsealed following the arrests of seven of the defendants on the morning of October 21, 2026.

Five defendants — Terrance Bonner, 45, of Pittsburgh; Martin Langford, 59, of Pittsburgh; Roddell Smalls, 53, of Pittsburgh; Maurice Tinsley, 45, of Bellevue; and Justin Rumble, 47, of Pittsburgh — are charged with conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine. Langford faces additional charges of distributing 500 grams or more of cocaine on two different dates, while Smalls and Tinsley face additional charges of possession with intent to distribute 500 grams or more of cocaine. Oscar Stokes, 45, of Uniontown, is charged with possession with intent to distribute 500 grams or more of cocaine, and Rashawdi Pugh, 47, of Aliquippa, is charged with possession with intent to distribute a quantity of cocaine.

"This indictment is another great example of law enforcement at all levels collaborating to take down an extensive cocaine trafficking organization within our district," said U.S. Attorney Rivetti. Timothy S. Flaherty, Special Agent in Charge of the Drug Enforcement Administration's Philadelphia Division, said the indictments and arrests effectively dismantled the trafficking network. Pennsylvania Attorney General Dave Sunday described the defendants as upper-level cocaine traffickers whose conduct fueled addiction and endangered neighborhoods, and Pittsburgh Bureau of Police Chief Jason Lando thanked federal, state, and local partners for their collaboration.

For the conspiracy charge, the law provides for a sentence of not less than 10 years and up to life in prison and a fine of up to $10 million. The possession charges involving 500 grams or more of cocaine carry five to 40 years in prison and a fine of up to $5 million, while possession of a quantity of cocaine carries up to 20 years in prison and a fine of up to $1 million. Any actual sentence would be determined under the federal Sentencing Guidelines. Assistant United States Attorney Katherine C. Jordan is prosecuting the case. An indictment is an accusation, and a defendant is presumed innocent unless and until proven guilty.
