Wyoming Wins Federal Ed-Flex Approval: Districts Gain Flexibility Over Federal Education Funds Through 2030-31

The Wyoming Department of Education announced on October 22 that the U.S. Department of Education approved the state's Ed-Flex (Educational Flexibility) request on October 15, giving Wyoming school districts greater flexibility in how they use federal education funds. Ed-Flex, authorized under federal elementary and secondary education law, lets a state education agency pass certain federal waiver authority down to its districts.

The approved waivers cover two main areas: relaxed limits on how much Title I, Part A funding districts may carry over into the next year, and flexibility on the spending caps and distribution rules for Title IV, Part A Student Support and Academic Enrichment grants. Wyoming's Ed-Flex authority runs through the 2030-31 school year, the waivers take effect beginning with the 2027-28 grant year, districts must request them through the annual consolidated grant application, and they do not apply retroactively.

State Superintendent Megan Degenfelder said: "True local control means trusting the people closest to students to make the best decisions for their communities. Ed-Flex gives our districts meaningful flexibility while maintaining strong accountability for results." The department said the goal is to let districts direct resources to local needs while reducing federal compliance burdens.
