Honolulu Man Charged After Shot Fired in Road Rage Incident Struck Occupied Elementary School

A Honolulu, Hawaii, man has been charged in federal court with illegally possessing ammunition after a shot he allegedly fired during a road rage incident struck an elementary school building while school was in session, the U.S. Attorney's Office for the District of Hawaii announced.
Joseph Chester Brown, 51, of Honolulu, was indicted on October 15, 2026, with illegally possessing ammunition. He was arrested on October 22, 2026, and his first court appearance was scheduled for October 23, 2026, before U.S. Magistrate Judge Barry M. Kurren.
According to court filings unsealed by prosecutors, on September 21, 2026, Brown got into a road rage incident with another man and fired a weapon at that man while driving away. When he fired, he was next to Aiea Elementary, and the bullet hit a school building while school was in session. When he was arrested on October 22, he was in possession of a loaded firearm with an obliterated serial number.
If convicted, Brown faces up to 15 years in prison, a $250,000 fine, and a term of supervised release. The FBI and the Honolulu Police Department are investigating the case, which is being prosecuted by Assistant U.S. Attorney Michael Nammar. The charge in the indictment is merely an accusation, and Brown is presumed innocent unless and until proven guilty beyond a reasonable doubt.
