The founding documents of the Macao SAR government's guidance fund were signed at the Government Headquarters on the afternoon of October 23. The fund's first phase totals MOP 20 billion, with MOP 11 billion from the SAR government and MOP 9 billion from the six gaming concessionaires: Sands China contributed MOP 2.3 billion (25.6 percent), Galaxy Entertainment MOP 2.27 billion (25.2 percent), Wynn Macau about MOP 1.37 billion, MGM China MOP 1.24 billion, SJM's STDM MOP 992.7 million and Melco MOP 828 million.

Established under Law No. 11/2025 and Administrative Regulation No. 26/2026 and managed by Macao Investment and Development Limited, the fund uses a three-tier "guidance fund – fund of funds – sub-fund" structure, investing in emerging industries, industrial upgrading, technology commercialization and tech startups, in coordination with Hengqin and the Greater Bay Area. Its initial term is 15 years, with the first five as the investment period, and its steering committee is chaired by Chief Executive Sam Hou Fai.

The concessionaires' contributions count toward the non-gaming investment obligations under their gaming concessions, whose ten-year total of MOP 108.8 billion has been adjusted upward to about MOP 130.4 billion under the mechanism. Secretary for Economy and Finance Antonia Deng said appropriately diversified economic development is a "must-answer question" for Macao. The six operators disclosed their contributions in Hong Kong stock exchange filings.
