Navy's Homeport Hampton Roads Phase II Closes $1.7 Billion Financing for More Than 8,000 Sailor Beds

The U.S. Navy and its development partner marked the $1.7 billion financial close of the Homeport Hampton Roads Phase II barracks project at an event in Norfolk, Virginia, on October 23. The financing had closed on September 29.
Phase II, developed and operated by Hunt Military Communities, will build about 5,470 new beds and improve about 2,600 existing beds for single sailors at Naval Station Norfolk, Little Creek, Oceana and downtown Newport News — more than 8,000 beds in all. Combined with Phase I, the program will provide roughly 11,760 beds. The project team said the structure is expected to save taxpayers more than $325 million.
Construction began in October 2026, with the first sailors expected to move in starting in August 2029.
Acting Secretary of the Navy Hung Cao and Michael P. Duffey, the deputy secretary overseeing acquisition and sustainment at the Department of War, spoke at the event. Cao said improving sailors' living conditions is part of the Navy's readiness mission.
