Nebraska Medical Cannabis Commission Approves First Two Cultivator Licenses, Denies Two Others

Friday, October 23, 2026 · States · GSM News

Lincoln — The Nebraska Medical Cannabis Commission approved the state's first two medical cannabis cultivator license applications at its meeting on Tuesday, October 20. Nancy Laughlin-Wagner, on behalf of Midwest Cultivators Group in Omaha, and Patrick Thomas of Raymond will each receive an offer of licensure to grow up to 1,250 flowering marijuana plants for medical purposes.

Theirs were among four applications randomly selected to be scored by the commission's evaluation team, which includes all three commissioners — Chair Monica Oldenburg, Lorelle Mueting and J. Michael Coffey. Each application was scored independently, with an average score of 70 or higher needed for approval. The other two applications fell below the threshold, including one submitted by Crista Eggers, executive director of Nebraskans for Medical Marijuana. Eggers, the only applicant who spoke at the meeting, said she was grateful the licensing process was moving forward but wants the scoring matrix made public so applicants know how they were judged.

Denied applicants had until October 23 to file an appeal. Once appeals are resolved, the commission will evaluate the next two randomly selected applications. A maximum of four cultivator licenses are allowed statewide under the amended emergency regulations signed last month.
