White House Releases Florida Briefing: About 4.8 Million Seniors Benefit From No Tax on Social Security, Average Refund of $4,433 Highest in the Nation

WASHINGTON — The White House released a Florida briefing on October 23, saying President Donald J. Trump returns to Florida today. The briefing lists figures in six areas — tax relief, private investment and jobs, rural healthcare, infrastructure and the environment, support for veterans, and public safety — saying the policies are benefiting Florida workers, seniors and veterans. Trump was in Fort Myers, Florida, on Friday for an event at Alico Arena.
On taxes, the White House said approximately 4.8 million Florida seniors benefit from the new senior deduction, with the average senior expected to pay zero federal taxes on Social Security benefits, and that Florida taxpayers saw average refunds of $4,433 in 2026, the highest of any state. It said the tax policies safeguarded 399,000 Florida jobs, $73 billion in state GDP and $36 billion in workers' wages. In September 2026, the Trump administration approved Florida's Workforce Pell Grant program, enabling students at Eastern Florida State College and other institutions to use Pell Grant funding for careers such as firefighting, corrections and emergency management.
On investment and jobs, the briefing listed Johnson & Johnson investing $1 billion in Jacksonville, Williams International investing $1 billion to build an aviation gas turbine engine plant in Okaloosa County, Blue Origin investing $600 million to expand its Rocket Park campus at Cape Canaveral, Lupin investing $250 million for a pharmaceutical plant in Coral Springs, Chick-fil-A investing $150 million for a distribution center in Winter Haven, Monin investing $111 million for a plant in Zephyrhills, and Tampa Brass & Aluminum investing $58 million at its Tampa headquarters.
On rural healthcare, the White House said Florida secured $210 million in first-year funding through the Rural Health Transformation Program, and that in August 2026 the state awarded $188 million in program grants across 31 rural counties for expanded access to care, the rural healthcare workforce, preventive and home-based services, and specialty and acute care.
On infrastructure and the environment, the briefing said the administration worked with the U.S. Army Corps of Engineers to expedite the Everglades Agricultural Area Reservoir, now on track for completion by 2029, five years ahead of the previous timeline, and that in October 2026 it awarded $85 million to upgrade 20 miles of I-4 between State Road 434 and State Road 472 in Seminole and Volusia counties. It said Operation Highway Shield partners conducted more than 3,300 inspections across Florida in one month, with 176 drivers placed out of service, including 54 for language deficiencies, and that President Trump authorized FEMA coordination following Hurricane Isaias in October 2026.
On veterans, the briefing said the Department of Veterans Affairs (VA) in October 2026 awarded more than $600,000 to Florida community organizations for adaptive sports programs, in September 2026 awarded more than $113 million in grants to 42 Florida organizations assisting veterans who are homeless or at risk, and awarded more than $6 million to 12 Florida organizations providing suicide prevention services. In June 2026, the VA broke ground on a new clinic in North Port that will serve more than 10,000 veterans annually.
On safety, the White House said violent crime declined across Florida last year, with murders down 19%, and that in the first half of 2026 compared with the same period in 2025, homicides plunged 50%, rapes dropped 22%, robberies fell 22% and aggravated assaults declined 8%. It said the administration awarded Florida $608 million to expand illegal alien detention capacity and that illegal southern border crossings were slashed by 95% from Biden-era levels in fiscal 2026, the lowest total on record.
