San Diego Completes Resurfacing of a Rancho Bernardo Street Untouched for Nearly 40 Years: Bernardo Oaks Drive Had a Pavement Score of 16.87

In San Diego, San Diego County, California, a neighborhood street that had gone nearly four decades without major rehabilitation is about to get a new surface. The city said on Oct. 23 that a two-mile stretch of Bernardo Oaks Drive in Rancho Bernardo is nearly complete; the road had not had major repair work since 1987 and had badly deteriorated.

Mayor Todd Gloria and Chief Operating Officer Bethany Bezak visited the site on Oct. 23. The segment runs from Rancho Bernardo Road to Bernardo Oaks Court. Work began Oct. 12 and is expected to wrap up Saturday, Oct. 24, weather permitting, with roadway striping to follow about two weeks later. Before construction, the street's Pavement Condition Index (PCI) rating was 16.87 out of 100, placing it in the 'Serious' condition category.

'Fixing our streets has been one of my top priorities, and San Diegans deserve to see real progress in their neighborhoods,' Gloria said. 'Bernardo Oaks Drive hasn't had a major rehabilitation in nearly 40 years. We're changing that by investing in our City crews and giving them the tools to tackle some of our most deteriorated roads.'

The project is part of the city's in-house Mill-and-Pave Program, in which Transportation Department crews mill away damaged asphalt and repave curb to curb, focusing on smaller, severely deteriorated segments that might otherwise wait years for contractor resurfacing. The city said its crews have completed more than 10 lane miles of rehabilitation so far in Fiscal Year 2027, one-third of the program's 30-lane-mile annual goal, and 84 lane miles in total since the program was established in Fiscal Year 2024.

'Our in-house crews have worked tirelessly over the past three years to transform over 80 miles of the worst streets in our City into the smoothest,' Bezak said, adding that with a potentially significant rainy season ahead, crews are working to finish as much paving as possible before bad weather causes delays.

The City of San Diego maintains about 6,600 lane miles of streets, evaluates conditions with the Pavement Condition Index, and prioritizes repairs using pavement condition, traffic volumes, equity considerations and life-cycle costs. Residents can check street conditions and planned paving projects through the city's street information service.
