Vietnam: Shanghai Electric Consortium Signs Quang Ninh Power Plant Environmental Retrofit in Vietnam, Upgrading Flue Gas Treatment for Four 300 MW Units

Monday, October 26, 2026 · World · GSM News

On October 26, according to Shanghai Electric, a consortium formed by Shanghai Electric Power Generation Engineering Co. and Vietnam's Pacific Group recently formally signed an EPC contract for the environmental retrofit of the Quang Ninh Power Plant. The project is located in Ha Long City, Quang Ninh Province, Vietnam, and will upgrade the flue gas treatment system of the plant's four 300 MW units; it is Vietnam's first benchmark environmental upgrade project of its kind. The scope of the retrofit covers electrostatic precipitator upgrades, a new denitrification system, desulfurization system retrofit, flue gas induced-draft fan variable-frequency upgrades and related auxiliary equipment retrofits. A coal-fired power plant's flue gas treatment is directly related to emission levels of pollutants such as dust, nitrogen oxides and sulfur dioxide; after the three systems of dust removal, denitrification and desulfurization are upgraded, the plant's pollutant emissions are expected to fall significantly, indirectly benefiting surrounding air quality and residents' health. Quang Ninh Province is an important industrial and energy base in northern Vietnam, and Ha Long City is a city famed for tourism; the plant's environmental retrofit, while ensuring power supply, also takes environmental protection into account, giving it demonstrative significance. For Shanghai Electric, this signing is an important step in Vietnam's power environmental protection market, and the consortium model also reflects the depth of cooperation between Chinese and Vietnamese companies in the engineering field: the Chinese side provides power plant engineering experience and equipment technology, while the Vietnamese partner is familiar with the local market, regulations and construction environment. The project's subsequent execution progress, equipment delivery, and installation and commissioning are worth watching; especially against the backdrop of Vietnam's increasingly strict environmental standards, the success or failure of this first benchmark project of its kind will affect the pace of subsequent similar retrofit projects.
