South Africa's Consulting Engineers Association Urges on October 26: Infrastructure Funds After the Mid-Term Budget Must Be Put to Work

On October 26, Consulting Engineers South Africa issued a statement after the release of the Medium Term Budget Policy Statement, calling on the government to ensure infrastructure funds are genuinely converted into visible results. The association said fiscal stability and infrastructure investment are important foundations for economic growth, but their value must ultimately be measured by the infrastructure delivered, the services improved and the economic opportunities created, and South Africa must ensure funds are turned into tangible results. The association's chief, Campbell, stressed at the end of the statement that whether funds are in place is only the first step; whether projects are completed on time and to standard is the test of whether policy succeeds. South Africa's infrastructure backlog is longstanding: bottlenecks in water supply, power supply, roads and ports have long constrained economic growth and improvements in people's livelihoods, and whether the funds allocated to infrastructure in the mid-term budget can be used efficiently bears on local governments' execution capacity and the engineering industry's professional strength. For ordinary citizens, where infrastructure money goes is not abstract: it determines whether the road outside their home is smooth, the tap water stable and power cuts frequent. In recent years South Africa has made progress in power and logistics reform, but execution shortcomings at municipal level remain evident, with many projects delayed by planning, procurement and oversight problems. The association's appeal is in effect a reminder to government and industry alike: after appropriations, what is needed even more is transparent project management, professional engineering supervision and an accountable delivery timetable, otherwise however good the budget figures look, they cannot become changes in citizens' lives.
