South Korea: Korea AeroSpace Administration Selects Proactive Administration Excellence Cases on October 26, Opening of Naro Space Center to the Private Sector Among Them

The Korea AeroSpace Administration said on October 26 that it had selected a total of four 2026 proactive administration excellence and challenge cases and held an awards ceremony. A total of 13 cases were submitted for this selection; after review by the Proactive Administration Committee, employee voting, and final-stage on-site presentations and Q&A, one best case, two excellence cases and one challenge case were selected. The best case was enabling space companies to use guarantees and mutual-aid services provided by the defense industry mutual-aid association without having to establish a separate mutual-aid association. Previously, the space industry had high-cost, high-risk characteristics, but relevant guarantee and mutual-aid support had lacked a legal basis; to address this, the Korea AeroSpace Administration cooperated with the Defense Acquisition Program Administration to revise the Defense Industry Development and Support Act in July this year, providing an institutional basis for space companies to use such guarantee and mutual-aid services. One of the two excellence cases was opening the Naro Space Center, which had mainly served national projects, to the private sector; the Administration issued guidelines for private companies to use the relevant facilities, creating basic conditions for Korean companies to conduct tests and launches domestically. The other excellence case was securing replacement land in the course of building the ground center for the Korean satellite navigation system and defusing community conflict risks in advance. The challenge case was supporting Korean aerospace parts companies' entry into the global supply chain by taking advantage of global aircraft manufacturer Eve Air Mobility's visit to South Korea. Oh Tae-seok, Administrator of the Korea AeroSpace Administration, said clear incentives will be given to employees who dare to take on challenges and achieve results, continuously fostering a public-sector culture that is not afraid of failure.
