NAIC Report: U.S. Cyber Insurance Loss Ratio Rose to 53% in 2025; Only About 1% of Cyber Economic Losses Insured

Tuesday, October 27, 2026 · Finance · GSM News

The latest cyber insurance market report from the National Association of Insurance Commissioners (NAIC) shows that the loss ratio for U.S. cyber insurance rose to 53% in 2025, as frequent ransomware and other cyberattacks continued to drive up claims costs for insurers.

The report also finds that only about 1% of all economic losses from cyber incidents are covered by insurance, meaning the vast majority of businesses and institutions must absorb the costs of downtime, data recovery and liability themselves after an attack — a protection gap that remains large. Industry analysts note that many small and midsize businesses have yet to buy cyber policies, or carry limits too low to cover their exposure, keeping insured losses a small share of the total.

The NAIC, made up of insurance regulators from all 50 states, the District of Columbia and U.S. territories, compiles its annual cyber insurance report from premium and claims data reported by insurers in each jurisdiction, making it a primary reference for U.S. regulators and the industry on the state of the cyber insurance market.
