California's San Diego County Weighs Ordinance to Stop Health-Cost Lien Collection and Revoke County Medical Services Liens

Tuesday, October 27, 2026 · California · GSM News

In San Diego, a city in San Diego County, California, the Board of Supervisors on October 27 first considered a proposed ordinance amending the County Administrative Code relating to liens for Health and Human Services costs: it would remove the authorization to secure payment through liens and direct officials to immediately cease all collection activities and revoke existing liens recorded under the County Medical Services program. The ordinance is scheduled to return to the Board for consideration for adoption on November 17. (GSM, based on the County of San Diego's published summary of the proposed ordinance)

The amendments update Administrative Code Section 238 to remove the authorization for the Health and Human Services Deputy Chief Administrative Officer and the Director of the Office of Revenue and Recovery to secure payment by requiring execution and filing of liens consistent with Welfare and Institutions Code Section 17109. They would also direct both officials to immediately cease all collection activities and take measures to revoke any existing lien recorded under the County Medical Services program before the ordinance's effective date.

Both hearings are set for 9 a.m. in Room 327 of the County Administration Center, 1600 Pacific Highway, San Diego, CA 92101, with public testimony received at the October 27 first reading. Staff recommend the Board find the ordinance exempt from review under the California Environmental Quality Act pursuant to Section 15061(b)(3) of the CEQA Guidelines, as it is not a project under Section 15278(b)(5). The summary was published pursuant to Government Code Section 25124, and the full text is available through the Clerk of the Board of Supervisors.
