Houston Council Approves Monthly Public Reports on Delayed or Changed Infrastructure Projects

Wednesday, October 28, 2026 · Cities · GSM News

The Houston City Council on October 28 approved an ordinance, authored by at-large Council Member Julian Ramirez, requiring monthly public updates on city infrastructure projects — including streets, sidewalks, bike lanes, trails, parks, drainage and wastewater work. Each update must list a project's location, council district, estimated cost and description, and must explain any delays, cancellations, redesigns or scope changes; affected district councilmembers will also receive separate notice before work begins.

Ramirez told the Houston Chronicle the proposal grew out of councilmembers' complaints that projects in their districts were changed without their knowledge, leaving them unable to answer residents' questions. The idea began as an amendment during discussion of the city's 2025 Capital Improvement Plan. Public Works Director Randy Macchi said he expects the first monthly report on December 1, 2026.

The ordinance is a disclosure rule: it does not give the council a veto over project changes, but it makes the city's public works decisions visible to taxpayers month by month.
