Pennsylvania's Act 47 Takes Effect, Updating the Telemarketer Registration Law for the First Time in Nearly 30 Years to Cover Robocalls and Scam Texts

PENNSYLVANIA — The state's Act 47 of 2026 took effect last week, the first update to Pennsylvania's Telemarketer Registration Act in nearly 30 years, aimed at the techniques and tactics used by scammers and telemarketers today. The Pennsylvania State Association of Township Supervisors (PSATS) outlined the new law in an update on October 28.
The law expands coverage to robocalls, scam texts and caller ID spoofing, and includes specific rules such as covering text messages and ringless voicemail, limiting calls to 9 a.m.–7 p.m., barring calls on Sundays and holidays, requiring prior written consent for automated calls, and prohibiting deceptive information generated with superintelligence (SI).
For Pennsylvania residents, the law gives the state updated tools against phone scams. With robocalls and scam texts constantly evolving, residents can also consult GSM's anti-scam guide.
