Wisconsin Natural Resources Board Approves Groundwater PFAS Standards on Oct. 28: Limit of 4 Parts Per Trillion for PFOA and PFOS

MADISON, Dane County, Wisconsin — The Wisconsin Natural Resources Board, which sets policy for the Department of Natural Resources, voted unanimously on October 28 to approve standards for PFAS ("forever chemicals") in groundwater, moving the rule a step closer to becoming state law.

The proposed standards set a limit of 4 parts per trillion for the two most common PFAS compounds, PFOA and PFOS, and 10 parts per trillion each for PFHxS, PFNA and HFPO-DA (GenX). The rule next goes to Gov. Tony Evers and the Legislature for review before it can take effect, and lawmakers could also delay implementation.

About one-third of Wisconsin residents rely on private wells for groundwater, which previously had no PFAS standard; with standards in place, residents whose wells exceed them can apply for state assistance to obtain alternative drinking water or, where possible, drill a new well. The DNR estimates implementation will cost about $9.9 million, mainly affecting public wastewater plants and industrial dischargers. DNR groundwater section manager Carla Romano told the board that public comments were largely supportive, though some raised compliance concerns and worries about the Trump administration loosening some federal chemical limits.
