Connecticut Firearms Trafficking Case: Dimitri Beix Sentenced to 66 Months in Hartford for Smuggling Guns and Over 100 Firearm Parts to Dominica

A federal court in Hartford, Hartford County, Connecticut, on Tuesday, October 27 sentenced Dimitri Beix, 29, a dual citizen of the Dominican Republic and France who lives in Dominica, to 66 months in federal prison for leading a scheme to smuggle firearms, firearm components and ammunition from the United States to Dominica. U.S. District Judge Vernon D. Oliver imposed the sentence. Beix pleaded guilty on August 4, 2026, to conspiracy to violate the Export Control Reform Act.

According to court documents and statements made in court, from at least January 2021 through September 2024, Beix used a network of suppliers, buyers and shippers in Connecticut and elsewhere in the United States to procure firearms and parts and ship them to Dominica without first obtaining the required licenses or authorization from the U.S. Department of Commerce. He gave his U.S. suppliers lists of firearm parts to buy on his behalf through eBay and other retailers, and, using his own eBay accounts, also purchased more than 100 firearm parts himself, having them shipped to individuals in the United States before the firearms and parts were forwarded to him in Dominica.

In February 2023, authorities in Dominica intercepted three parcels shipped from the United States to Beix. They contained six handguns, Glock slides, trigger assemblies, sight assemblies, rifle magazines, pistol magazines, AM15 rifle parts, a suppressor kit, ammunition and other firearm components. Beix has been detained since November 27, 2024, when he was arrested in Sint Maarten at the request of the United States; he was extradited to the United States in February 2026.

The investigation was conducted by the U.S. Department of Commerce's Office of Export Enforcement, Homeland Security Investigations, the U.S. Postal Inspection Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and IRS Criminal Investigation, with assistance from HSI Caribbean, the Dominica Customs and Excise Division and the Commonwealth of Dominica Police Force. The case is being prosecuted by Assistant U.S. Attorneys Konstantin Lantsman and Sean P. Mahard and Trial Attorney Yifei Zheng of the National Security Division's Counterintelligence and Export Control Section. Prosecutors said the case is part of the Homeland Security Task Force initiative established by Executive Order 14159.
