Billings Bank Manager Sentenced to 8 Months for Falsified Loan He Approved to Himself: Jordan Hennessy Pleaded Guilty to Bank Fraud, Ordered to Pay $49,997.94 in Restitution

U.S. Attorney Scott Twito for the District of Montana announced that Jordan Hennessy, 38, of Billings, in Yellowstone County, Montana, was sentenced in federal court in Billings to eight months in prison, followed by two years of supervised release, and ordered to pay $49,997.94 in restitution. Hennessy pleaded guilty in June 2026 to one count of bank fraud. U.S. District Judge Kathleen S. Lane presided.
According to court documents, while employed by First Interstate Bank as its commercial relationship manager in Billings, Hennessy submitted a commercial loan application on March 11, 2022, for $100,000 under the name of his father's business, Stillwater Group, LLC, stating the funds would be used to develop real estate projects in Montana. He then opened a checking account naming his father as a joint owner.
As a First Interstate employee, Hennessy was responsible for negotiating the counteroffer to his own loan request, which allowed him to be on both sides of the transaction, negotiating with himself. The result of the sham negotiation was a $50,000 line of credit issued to Stillwater Group. Hennessy then transferred the funds into his personal checking account and eventually defaulted on the line of credit.
John T. Perez, Special Agent in Charge, Headquarters Operations, Office of Inspector General for the Federal Reserve System and the Consumer Financial Protection Bureau, said Hennessy abused his bank position to commit fraud for his own benefit. Justin R. Bundy, Special Agent in Charge of the FDIC Office of Inspector General, said the sentencing is a clear reminder that bank insiders who abuse their trusted positions will be held accountable. The two inspector general offices conducted the investigation, and Assistant U.S. Attorney Colin Rubich prosecuted the case.
