The U.S. Attorney's Office for the Northern District of California announced that David Perez, a former correctional officer at the Federal Correctional Institution (FCI) in Dublin, Alameda County, California, pleaded guilty on October 28, 2026, to sexually abusing two female inmates and making false statements to federal investigators. Perez is the tenth correctional officer to have either pleaded guilty or been convicted at trial as part of the ongoing federal investigation into sexual abuse of inmates at FCI Dublin. He is scheduled to be sentenced on March 25, 2027.

According to the plea agreement, Perez was employed by the Federal Bureau of Prisons (BOP) from September 1994 to August 2019, and from about October 2014 until August 2019 he served as a Discipline Hearing Officer (DHO) at FCI Dublin, adjudicating disciplinary actions against inmates and issuing punishments that could include time in the Special Housing Unit and loss of good time. Prosecutors said Perez repeatedly met alone with inmates whose disciplinary hearings he had presided over and sexually abused them during those meetings. Perez was charged by Information on September 16, 2026.

Prosecutors also said that on October 8, 2024, Perez falsely told special agents with the Department of Justice Office of the Inspector General (DOJ OIG) and the FBI that the only time he had ever touched any female inmate was when he escorted them to and from discipline hearings. Perez was released on bond.

Perez faces a maximum of 15 years in prison and a $250,000 fine for sexual abuse of a ward, two years in prison and a $250,000 fine for each count of abusive sexual contact, and eight years in prison and a $250,000 fine for making false statements; any sentence will be imposed by the court after consideration of the U.S. Sentencing Guidelines. U.S. District Judge Yvonne Gonzalez Rogers presides; the case number is 4:26-cr-00464-YGR.

As part of the Department of Justice's ongoing investigation into FCI Dublin, 11 correctional officers have been charged with crimes related to the sexual abuse of female prisoners at the facility. Assistant U.S. Attorneys Andrew Paulson, Sailaja Paidipaty, and Molly Priedeman are prosecuting the case, which was investigated by the DOJ OIG and the FBI.
