California EDD Announces Negotiated Performance Goals for Program Years 2026 and 2027 Across Five WIOA Indicators

California's Employment Development Department (EDD) has issued Workforce Services Information Notice WSIN26-21, announcing the statewide negotiated levels of performance that the department will use when negotiating local goals with Local Workforce Development Areas for Program Years 2026 and 2027 (PY 26 and PY 27). The notice covers the five primary indicators under the Workforce Innovation and Opportunity Act (WIOA): employment rate in the second and fourth quarters after exit, median earnings, credential attainment, and measurable skill gains.
For PY 26, the statewide goals set the second-quarter employment rate at 68.0 per cent for adults, 70.5 per cent for dislocated workers and 70.5 per cent for youth, with fourth-quarter rates of 65.5, 70.0 and 70.0 per cent respectively. Credential attainment goals are 68.5, 74.0 and 60.5 per cent for the three groups, and measurable skill gains are set at 72.5, 66.8 and 66.7 per cent. The Wagner-Peyser employment service employment-rate goals are 60.0 per cent for both quarters.
For PY 27, the goals rise slightly: second-quarter employment rates of 68.5, 71.0 and 71.0 per cent, fourth-quarter rates of 66.0, 70.0 and 70.5 per cent, credential attainment of 69.0, 75.0 and 61.0 per cent, and measurable skill gains of 72.5, 67.0 and 66.7 per cent.
EDD said that, when negotiating with Local Areas, it will consider how the levels compare with the state levels, account for economic conditions and participant characteristics through the statistical adjustment model, and ensure the goals promote continuous improvement. The notice was signed by Kimberlee Meyer, Chief of EDD's Central Office Workforce Services Division.
