Follow-Up: Portugal's 2027 State Budget Passes General Vote in Parliament with Socialist Abstention; Final Vote Set for November 24

Portugal's 2027 State Budget has cleared a key parliamentary step: the Assembly of the Republic approved the government's budget proposal in the general vote on October 28, with the governing coalition's Social Democratic Party (PSD) and CDS–People's Party voting in favour, the Socialist Party (PS), PAN and JPP abstaining, and Chega, the Liberal Initiative (IL), Livre, the Communist Party (PCP) and the Left Bloc (BE) voting against.
This is the third State Budget presented by the PSD/CDS-PP coalition governments led by Prime Minister Luís Montenegro. The draft budget was submitted to parliament in early October, as GSM previously reported; as in the previous two years, the proposal was made viable by the Socialist Party's abstention. PS secretary-general José Luís Carneiro had announced in late September that he would propose abstention, a position confirmed for the general vote; the party says it may maintain its abstention at the final vote unless the assumptions behind the decision change.
Chega, the second-largest parliamentary group, voted against, with party leader André Ventura accusing the government of failing to recognise the difficulties people are facing and of offering no measures to help. PAN warned it could vote against at the final vote if the government does not accept its proposals. The two days of debate took place as thousands of people protested over housing outside parliament.
Opening the debate, Montenegro said this was the third consecutive budget that does not raise a single tax, pointing to a forecast renewed budget surplus and a further decline in public debt. The proposal is based on official forecasts of economic growth of 2.3% in 2026 and 2.1% in 2027.
The budget now moves to committee-stage scrutiny, beginning October 29, with the final global vote scheduled for November 24.
