White House Fact Sheet: Trump Ends DEI Practices Over 21 Months, With More Than $1 Billion in Contracts Terminated

Wednesday, October 28, 2026 · White House · GSM News

WASHINGTON, the White House — The White House issued a fact sheet on October 28 stating that in the 21 months since President Donald J. Trump returned to office, his administration has removed diversity, equity, and inclusion (DEI) programs from the federal government, education, and the private sector. The sheet says Trump on his first day rescinded prior orders that had injected DEI into federal institutions and signed an executive order ending DEI programs and preferencing in the federal government, declaring that "DEI is dead."

On federal contracting, the sheet lists a January 2025 executive order terminating DEI preferencing in federal contracting, revoking the Executive Order 11246 contracting criteria, and directing agencies to combat private-sector DEI discrimination; a January 2025 order eliminating race- and sex-based discrimination in the armed forces; a memorandum terminating a Federal Aviation Administration hiring policy that had prioritized DEI; a March 2025 order barring programs receiving remaining Department of Education funds from advancing DEI or gender ideology; and a March 2026 order eliminating DEI practices by federal contractors and subcontractors in favor of merit-based contracting and employment.

On education accountability, the White House lists a $221 million settlement with Columbia University and a $50 million settlement with Brown University in July 2025, a settlement with the University of Virginia in October 2025, and settlements of $60 million with Cornell University and $75 million with Northwestern University in November 2025. It says the Department of Justice launched investigations into DEI initiatives at Stanford, UC Berkeley, UCLA and UC Irvine, and that the Department of Health and Human Services froze more than $100 million in funding to Duke University's medical school.

On funding, the sheet says the administration terminated at least 104 DEI-related contracts worth more than $1 billion; the Department of Education cut $600 million in DEI teacher-training grants; the Department of Energy canceled more than $124 million in spending; EPA Administrator Lee Zeldin announced the cancellation of more than 400 DEI and environmental justice grants across nine programs, saving $1.7 billion; HHS cut more than $350 million in DEI spending; the Department of Agriculture moved to terminate more than 145 DEI grants for savings of up to $148.6 million; and the Department of Transportation terminated $54 million in related grants.

The sheet also cites private-sector and institutional changes, including the Small Business Administration ending racial discrimination in the 8(a) Business Development Program, an FCC probe into Comcast's DEI programs and DEI-elimination conditions attached to approval of Skydance's $8 billion acquisition of Paramount Global, and a final Office of Personnel Management rule removing DEI guidelines from federal hiring.
