The U.S. Department of Justice announced on October 29 that a federal grand jury in San Diego, San Diego County, California, returned an indictment charging Mexican engineer Luis Manuel Hernandez Victoria with designing and constructing a sophisticated cross-border subterranean drug tunnel for the Cartel de Jalisco Nueva Generacion (CJNG), a Mexican syndicate designated by the U.S. government as a foreign terrorist organization.
According to the indictment, Hernandez Victoria is also known as "El Ingeniero" (the Engineer). He is charged with providing material support to a foreign terrorist organization; conspiracy to construct or finance a cross-border tunnel; conspiracy to use a cross-border tunnel to import controlled substances; and conspiracy to import controlled substances.
