India's Cabinet Approves ₹10,000-Crore Container Manufacturing Scheme: Capacity Target of 750,000 TEUs a Year, About Ten Times the Current Level

India's Union Cabinet approved the Container Manufacturing Promotion Scheme in New Delhi on October 28, allocating ₹10,000 crore to develop domestic container production through the 2039-40 financial year. The scheme covers greenfield factories and brownfield expansion, and extends beyond investment to manufacturing operations and testing. It was first proposed in the Union Budget for 2026-27.

Support comes in three parts: ₹859 crore for a 3% interest subvention on eligible capital loans, ₹8,891 crore in operational support for eligible containers manufactured and sold, and ₹150 crore for common testing and certification facilities. The government aims to raise India's annual container-making capacity about tenfold, to up to 750,000 TEUs, and estimates the scheme will create about 3,000 direct and more than 50,000 indirect jobs.

A Press Information Bureau backgrounder sets a minimum annual capacity of 100,000 TEUs for greenfield facilities, while brownfield projects must add at least 25,000 TEUs a year within three years of in-principle approval. Minimum local content is 70% through 2031-32, rising to 90% from 2032-33. The backgrounder says the first Indian-made container for international trade was rolled out for Maersk in July 2026 at Dadri in Uttar Pradesh, and that Maersk has ordered 1,000 more Indian-made containers from the DCM Shriram group.
