CMS Announces More Than $233 Million in Rural Health Transformation Funding for California

The Centers for Medicare & Medicaid Services (CMS) announced on October 29 that the Trump Administration will invest more than $233 million in Rural Health Transformation Program (RHTP) funding to improve healthcare access across California. California has committed its full fiscal year 2026 funding — more than $233 million — to improve healthcare in rural communities, supporting primary, maternal, specialty, and behavioral healthcare.
According to CMS, the investment will help rural providers deliver and coordinate care locally through regional care networks and telehealth; partnerships with midwives, doulas, and community health workers will support maternal and primary care; and the funding will support education and training pathways to grow the rural healthcare workforce, improve technology, and modernize infrastructure. Rep. James Gallagher, citing a figure of $233.6 million, said rural communities in Northern California have long struggled to get the quality healthcare they deserve.
"President Trump understands that every American deserves high-quality healthcare, no matter where they live," said Health and Human Services Secretary Robert F. Kennedy, Jr. "We are putting resources directly into rural communities to strengthen the health workforce, modernize infrastructure, expand access, and bring care closer to home." CMS Administrator Dr. Mehmet Oz said the investment puts patients first and drives lasting improvements for rural communities.
The Rural Health Transformation Program is funded by a $50 billion national investment under the Working Families Tax Cuts Act. CMS said the funding will focus on building the rural healthcare workforce, strengthening rural facilities and access, advancing innovative care and payment models, expanding community-based and preventive care, and modernizing rural healthcare technology.
