San Bernardino County Seeks Public Comment on Behavioral Health Services Act Plan Update Through November 9

Thursday, October 29, 2026 · California · GSM News

SAN BERNARDINO COUNTY, California — The San Bernardino County Department of Behavioral Health (DBH) is inviting residents, families, providers and community partners to review and comment on the Intermittent Update to the county's Behavioral Health Services Act (BHSA) Integrated Plan. The public comment period runs from October 9 through November 9, 2026.

The Integrated Plan covers the three-year period of July 1, 2026 through June 30, 2029. The Intermittent Update for Fiscal Year 2026/27 outlines planned adjustments to programs, housing initiatives and funding allocations for the coming year, which the county says will keep the plan current as community needs evolve. Comments can be submitted three ways: through the online stakeholder comment form, available in English and Spanish; by email to [email protected]; or by mail to BHSA Administration, 1950 S. Sunwest Lane, San Bernardino, CA 92415. Translation, interpretation and disability accommodation requests can be made at 800-722-9866 (TTY users dial 7-1-1).

California voters approved the Behavioral Health Services Act in 2024 to replace the Mental Health Services Act (MHSA) of 2004, which was funded by a 1 percent tax on personal income over $1 million. BHSA keeps that framework while adding treatment for substance use disorders and expanding housing and supportive services, with a focus on people with the most significant behavioral health needs.

Under the BHSA structure, housing interventions receive 30 percent of funding, half of which must support people who are chronically homeless; Full Service Partnerships receive 35 percent, providing individualized, recovery-focused care; and Behavioral Health Services and Supports receive 35 percent, covering systems of care for children, adults and older adults, outreach, workforce education and training, and early intervention programs, at least half of which must serve people age 25 and under.

DBH says community feedback will help ensure that services and investments reflect local needs and priorities.
