San Bernardino County, California: Chino Airport Development Guidelines Earn National Association of Counties Achievement Award

Friday, October 30, 2026 · California · GSM News

Chino Airport, in the City of Chino, San Bernardino County, California, has received national recognition: the Chino Airport Development Guidelines, produced by the San Bernardino County Department of Airports, have earned a National Association of Counties (NACo) Achievement Award for streamlining airport development.

Previously, advancing a project at Chino Airport meant navigating overlapping and often outdated requirements from the county, the City of Chino, the Federal Aviation Administration (FAA), water districts and other regulators. The new guidelines bring agency responsibilities, required approvals and a coordinated review timeline together in one user-focused framework, giving developers and tenants a clearer pathway from initial concepts through entitlement, permitting and construction.

Chino Airport covers approximately 1,097 acres and is designated by the FAA as a national general aviation reliever facility. "We listened to prospective developers and heard consistently that one of the biggest challenges to investing at an airport was understanding how to navigate the multiple regulatory processes involving the FAA, San Bernardino County, the City of Chino and other agencies," said Director of Airports Brett J. Godown. "These guidelines give applicants a much better understanding of what is required, who is responsible for each step and when coordination needs to occur."

The county said the framework reduces uncertainty and development costs while strengthening the airport's ability to support economic activity, jobs and essential public services including medical evacuation and emergency response, and can be adapted by other airports and jurisdictions. "What I'm most proud of is that we created something that can benefit more than just Chino Airport," said Airport Manager Greg Zarco.
