EU: €32.3 Billion in Public Climate Finance Provided in 2025 Ahead of COP31

The Council of the European Union said on October 29 that the EU and its 27 member states provided €32.3 billion in public climate finance to third countries in 2025 and mobilised a further €9.3 billion in private climate finance. The figures were published ahead of the COP31 climate conference, to be held in Antalya, Türkiye, from November 9 to 20.

Almost half of the public finance went to adaptation and cross-cutting activities combining mitigation and adaptation; grants accounted for 41 percent, with the rest in instruments such as concessional loans. At EU level, the European Commission contributed €4.3 billion and the European Investment Bank €2.7 billion.

The Council said the funding supports partner countries' clean-energy transitions, resilience and adaptation through bilateral channels and multilateral vehicles such as global climate funds. The total continues an upward trend from €23 billion in 2021.

Climate finance is a central issue in international climate talks. Under the Paris Agreement, developed countries have committed to provide funding to help developing countries cut emissions and adapt to climate change, and the EU remains the world's largest provider of public climate finance.
