Sutter Health Abandons $1 Billion Emeryville Hospital Plan, Citing Environmental Review Uncertainty

Friday, October 30, 2026 · Health · GSM News

Sutter Health announced on October 30 that it will no longer pursue a $1 billion new hospital in Emeryville, California, citing uncertainty under the California Environmental Quality Act. The health system said more than two years of efforts failed to secure the certainty needed to advance the project, leaving it exposed to litigation that could delay construction and new hospital services for years.

The planned campus — a 17-story tower with roughly 325 beds, emergency services and a rooftop helipad, totaling about 1.3 million square feet — was intended to replace Berkeley's Alta Bates Summit Medical Center, which is scheduled to close in 2030 for failing to meet state seismic safety rules. Sutter bought the Emeryville site at Hollis and 53rd streets for $450 million in early 2025.

Sutter said it will expand outpatient services in Emeryville, including primary and specialty care, diagnostics, urology, orthopedics, imaging, laboratory and pharmacy services, and will pursue legislation allowing Alta Bates to stay open until a new hospital is built. It said care for its 542,000 East Bay patients will not change immediately.
