S&P Reaffirms North Carolina's AAA Bond Rating, State Treasurer Announces in Raleigh

Friday, October 30, 2026 · Finance · GSM News

North Carolina State Treasurer Brad Briner announced in Raleigh on October 30 that S&P Global Ratings has reaffirmed the state's AAA rating on its outstanding general obligation bonds. S&P also affirmed the state's appropriation debt rating at AA+.

In its assessment, S&P said North Carolina's credit profile reflects the state's well-defined financial management policies and its commitment to maintaining balanced biennial budgets. The State and Local Government Finance Division manages the sale, monitoring and reporting of state debt.

AAA is S&P's highest credit rating, signaling an extremely strong capacity to meet financial commitments and minimal default risk. The rating helps North Carolina borrow at lower cost, saving taxpayers money. The state has long been known for fiscal discipline, anchored by its balanced biennial budget requirement.
