A U.S. federal grand jury has indicted 60-year-old Mexican engineer Luis Manuel Hernández Victoria, accusing him of helping design and build a drug-smuggling tunnel connecting Tijuana, Mexico, with a retail business in San Diego, California, the case was reported on October 30.

Hernández, known as 'El Ingeniero,' was arrested in Mexico's Jalisco state on October 15. The tunnel was discovered on May 29, 2026, inside a 'Buy 4 Less' store at 2498 Roll Drive, Suite E, near the Otay Mesa Port of Entry. According to the indictment, the tunnel ran about 1,933 feet long, 55 feet deep and about 4.5 feet high, extending from Tijuana into the San Diego property, on a scale indicating professional engineering capability. Investigators also seized more than one ton of cocaine valued at over $45 million. Hernández is the seventh person charged in connection with the tunnel and, if convicted, could face life in prison and a fine exceeding $10 million.

Kevin Murphy, special agent in charge of Homeland Security Investigations in San Diego, said the indictment reflects federal agencies' continuing efforts against transnational criminal organizations. Authorities attribute the tunnel to the Jalisco New Generation Cartel (CJNG).
