FBI Offers $20,000 Reward for Samuel Harris: Final Fugitive in Atlanta Gang Gun-and-Drug Case Involving Nearly 1,500 Stolen Firearms

The FBI's Atlanta Field Office announced on October 29 that it is offering a reward of up to $20,000 for information leading to the arrest and conviction of Samuel Harris. Harris is the final subject still at large in Operation Reflection, an investigation in Atlanta, Fulton County, Georgia, in which 20 people have been charged in a gang-related gun theft and drug trafficking case.
Harris, 41, of Atlanta, also known as "Bobo," is wanted for conspiracy to possess with intent to distribute a controlled substance, possession of a firearm by a convicted felon, and possession of a firearm in furtherance of a drug trafficking offense. A federal judge issued an arrest warrant for Harris on September 23, 2026.
The underlying case is large. The U.S. Attorney's Office for the Northern District of Georgia announced on October 6 that 20 defendants, including five members of the Atlanta street gang known as the GoodFellas, had been indicted on federal gun and drug charges arising from the theft of nearly 1,500 firearms from shipping facilities in Conley and Macon, Georgia.
Prosecutors allege that on November 29 and 30, 2025, three defendants broke into a shipping facility in Conley and stole 724 Glock pistols; that on January 10, 2026, a defendant broke into a Macon shipping facility and stole 469 firearms; and that on January 16, 2026, the same Macon facility was hit again for 293 firearms. Some of the stolen guns were later sold to undercover agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
On May 13, 2026, the FBI, ATF and other agencies executed search warrants at 12 Atlanta-area locations allegedly associated with the GoodFellas gang, seizing approximately 24 kilograms of methamphetamine, 22 kilograms of marijuana, 40 grams of cocaine base, 27 grams of fentanyl and a pill press used to manufacture counterfeit pills. Agents also seized firearms from four convicted felons, including Harris.
A federal grand jury returned six indictments charging 20 defendants on September 23, 2026. Most defendants have since been arrested or are in custody. The Justice Department listed Harris as a fugitive on October 6, and the FBI confirmed on October 29 that he is now the final subject at large in the case.
Anyone with information about Harris should contact the FBI's tipline at 1-800-CALL-FBI (1-800-225-5324) or submit a tip through the FBI's online tip page.
The FBI and prosecutors remind the public that an indictment contains only charges, and that Harris and the other defendants are presumed innocent until proven guilty in court.
