Halt U.S. Operations Within 30 Days: Hong Kong's HKT Agrees to Stop U.S. Services Under FCC Pressure, With China Unicom a Shareholder in Its Parent

HKT, a leading Hong Kong telecom carrier and a subsidiary of PCCW Ltd (0008.HK), on Friday, October 30, agreed to halt its operations in the United States under pressure from the Federal Communications Commission, Reuters reported.

The FCC in October 2025 said it was moving to revoke the authority of HKT to operate in the United States, citing its affiliation with China Unicom (0762.HK), which is a shareholder in PCCW.

Under a consent decree seen by Reuters, HKT has agreed to stop international and domestic telecom services to and within the United States within 30 days.

In an order to show cause adopted on October 15, 2025 (DA 25-928), the FCC had directed HKT to show cause why the Commission should not initiate a proceeding to revoke HKT's domestic authority and revoke and terminate its international authority, and directed several of HKT's wholly owned subsidiaries to do the same.

The agreement is the latest step in a series of FCC actions in recent years concerning the U.S. authorizations of telecom operators with ties to China. The FCC has previously denied or revoked the U.S. authorizations of operators including China Mobile and China Telecom, and China Unicom lost its own U.S. network access in 2022.
