100 Months in Prison: Dominican National Jose Luis Guerrero Nunez Led Methuen Drug Ring That Moved Meth, Cocaine and Fentanyl Into New Hampshire's Seacoast

CONCORD — The U.S. Attorney's Office for the District of New Hampshire announced that Jose Luis Guerrero Nunez, 47, an illegal alien from the Dominican Republic who served as a leader of a Methuen, Massachusetts-based drug trafficking organization, was sentenced by U.S. Chief District Court Judge Samantha Elliott to 100 months in federal prison, followed by three years of supervised release. The sentence was imposed on October 29, and U.S. Attorney Erin Creegan announced it.
According to the U.S. Attorney's Office, the organization distributed large quantities of methamphetamine, cocaine, and fentanyl in New Hampshire's seacoast area. In late 2023 and early 2024, Guerrero Nunez organized 10 controlled purchases of fentanyl and methamphetamine with undercover law enforcement officers, and was recorded by undercover officers making plans for larger distributions in the future.
Guerrero Nunez previously pleaded guilty to conspiracy to distribute controlled substances, including methamphetamine, cocaine, and fentanyl. Four of his co-conspirators — Juan Carlos De Los Santos Romero, Carlos Alejandro Chevalier Santos, Eddy Mendez Carmona, and Luis Guerrero Cabral — have already been prosecuted and sentenced in the case.
“The defendant led an organization that trafficked large quantities of methamphetamine, cocaine and fentanyl into New Hampshire and will now be spending significant time behind bars,” U.S. Attorney Creegan said. Jarod Forget, Special Agent in Charge of the DEA's New England Field Division, said the sentence of more than eight years “sends a clear message that those who profit from distributing these deadly drugs will be held accountable.”
The Drug Enforcement Administration led the investigation, with assistance from the Seabrook, Hampton, Portsmouth, and Methuen police departments and the New Hampshire State Police. Assistant U.S. Attorneys Matthew Vicinanzo and Yasir Sadat prosecuted the case, which is part of Operation Take Back America.
