Newsom Signs Executive Order Creating LA28 Strike Team: More Than a Dozen State Agencies to Coordinate California's Olympic Preparations

California Governor Gavin Newsom signed an executive order in Sacramento on October 30 establishing an Executive Director of the 2028 Olympic and Paralympic Games Delivery and Coordination Strike Team, and convening a strike team of more than a dozen state agencies and departments to strengthen California's preparations for the 2028 Olympic and Paralympic Games in Los Angeles. The Governor appointed Jamie Callahan to serve as the strike team's Executive Director.

"California knows how to deliver on the world stage. With the Olympics and Paralympics coming to Los Angeles in 2028, we're making sure our state is ready to meet the moment," Newsom said. "This executive order builds on the work already underway by Mayor Karen Bass and LA28 CEO Reynold Hoover to ensure California is prepared to deliver a world-class event that reflects the very best of our state."

Under the order, the strike team will bring state agencies together with local governments, federal partners, and LA28 organizers to coordinate statewide preparations and operational planning, identify opportunities to streamline permitting and improve communication across agencies, and support regional efforts to expand workforce and economic opportunities, building on California's investments in infrastructure, public safety, and regional partnerships.

In September, Newsom signed legislation strengthening public safety coordination for the Games, addressing their unique operational needs, and extending in-state tuition benefits for Team USA student-athletes training in California. The state's coordination of the 2026 FIFA World Cup is also informing preparations.

California's investments include $96.5 million, plus an additional $7 million announced in September, to modernize Exposition Park; $257 million for mobility hubs in Southwest Los Angeles County; $2.45 million for infrastructure and safety improvements at four Los Angeles County transit stations; and $252 million for the Games Route Network Improvements Project along key freeway corridors supporting the 2028 Games.

Callahan currently serves as Deputy Chief of Staff and Senior Counselor on Infrastructure in the Governor's office, with more than 15 years of experience advising California governors. Over the last two years she has led the state's preparations for major global events, including the 2026 FIFA World Cup.

The 2028 Olympic Games will be held in Los Angeles from July 14 to 30, 2028, followed by the Paralympic Games in August, marking the city's third time hosting the Summer Olympics.
