SEC Chair Atkins in Dallas: 'Make IPOs Great Again,' a Workable Framework for Digital Assets, and Regulatory Certainty

Friday, October 30, 2026 · Finance · GSM News

Securities and Exchange Commission Chairman Paul S. Atkins laid out his agenda in remarks at the Economic Club of Dallas on October 30: keeping America's capital markets the deepest, most competitive, and most innovative in the world while maintaining the highest degree of investor protection — what he called the SEC's return to "First Principles."

Atkins discussed three areas where the Commission is advancing that work: revitalizing the public markets, establishing a workable framework for digital assets, and restoring regulatory certainty through rulemaking grounded in the SEC's statutory mission. He pointed to the decades-long, steep decline in the number of public companies as a problem that should concern every market participant, calling his "Make IPOs Great Again" plan the centerpiece of the effort.

He also highlighted Texas's rise, noting that since 2018 Dallas has led all U.S. metros in corporate headquarters relocations, with roughly 100 companies moving in, and said the reforms represent the agency's homecoming to the principles behind its mission.
