The Stephens' kangaroo rat is a small nocturnal rodent endemic to Southern California, found mainly in western Riverside County and northern San Diego County, and is listed as threatened under federal law. Its habitat conservation plan funds habitat protection through mitigation fees on new development inside the plan area. Murrieta lies within the species' range, and the updated fee will apply to new development in the assessment area; the fee schedule itself is set out in the full ordinance text.
