Live Replay: Newsom Announces Prop 1 Milestone in Marin County as Homelessness Falls to Record Lows

Friday, October 30, 2026 · California · GSM News

At a medical clinic in Marin County, California, Governor Gavin Newsom held a news conference on the morning of October 30 to announce the latest progress under Proposition 1. The Governor's office called it a new milestone in the state's transformation of its behavioral health system. The event was livestreamed in full on the Governor's official channel, and readers can watch the full replay on this page.

The news conference began at 10:05 a.m. Pacific. California Health and Human Services Secretary Kim Johnson and Housing and Community Development Director Gustavo Velasquez joined the Governor. The podium bore the words "Treatment, Not Tents" — the state's signature framing for its behavioral health push, favoring treatment facilities and supportive housing over street encampments.

The announcement follows homelessness data released this week. Preliminary 2026 figures published by the Governor's office on October 28 show unsheltered homelessness in California declining for a second consecutive year: down about 7.3% across the 37 reporting Continuums of Care, nearly 13% below 2024, and now slightly below 2019 levels, when Newsom took office. The event's official title bills the trend as a record drop in homelessness.

Proposition 1, approved by California voters in 2024, issued $6.4 billion in behavioral health bonds to expand community treatment facilities and services-linked housing. Once fully awarded, the bond funding is estimated to create at least 6,800 residential treatment beds and 26,700 outpatient treatment slots; its Homekey+ program, which builds permanent supportive housing for people with behavioral health challenges and for veterans, has so far awarded 2,905 homes.

The Governor's office has not yet issued the full written release for today's announcement; this story will be updated once the specific projects and funding figures are confirmed.
