Highland Creek Campus Phase II Opens: 58 Supportive Homes Plus Recuperative and Treatment Beds

Phase II of the Highland Creek Housing & Wellness Campus in the City of San Bernardino, San Bernardino County, California, officially opened with a ribbon cutting on October 26. Built on the former Pacific Village site, the campus serves people experiencing homelessness or at risk of it, bringing housing, treatment and care together in one place.
Phase II adds 58 permanent supportive housing units, a 32-bed Recuperative Care Center for people recovering from hospitalization or illness, and a 16-bed Substance Use Disorder facility, along with community spaces, healing gardens, a dog run and outdoor gathering areas. Services focus on older adults, people with disabilities and those with substance use challenges, and residents are connected to job training and educational opportunities. The full Highland Creek project represents a $75 million investment supported by state grants, private contributions and federal American Rescue Plan Act funding, with a third phase to follow.
Board of Supervisors Vice Chair and Fifth District Supervisor Joe Baca, Jr. and County Chief Executive Officer Luther Snoke were among those at the ceremony. Baca called the expansion an investment in the community with a lasting impact for generations, and Snoke thanked the Board, the collaborating county departments and state and federal partners for bringing the campus to life.
