EU: Framework Set for Member States to Approve Remaining €45 Billion in Ukraine Loans by 2027

The European Commission said on October 30 that it had set up a framework for European countries to approve the remaining €45 billion in loans to Ukraine, to be disbursed by the end of 2027, Reuters reported.
The money is part of an EU loan programme for Ukraine worth €90 billion by the end of 2027, half of which is set to be disbursed in 2026. The Commission issued a positive assessment of Ukraine's financing strategy.
Of the amount to be disbursed next year, €13.3 billion is set to go to budget support, while the remaining €31.7 billion is earmarked to finance Ukrainian defence industrial capacity.
Commission President Ursula von der Leyen said the proposal provides Ukraine with much-needed predictability and helps maintain essential public services. The EU Council finalised the €90 billion Ukraine Support Loan in April 2026, backed by EU budget headroom and financed via EU capital market borrowing; of the €45 billion earmarked for 2026, €16.7 billion is for budget support and €28.3 billion for defence industrial capacities.
