Boston Heat Tabletop Plan Wins NOAA Challenge Award with Chinatown among Focus Neighborhoods

Saturday, October 31, 2026 · Society · GSM News

Boston, Suffolk County, Massachusetts — A Boston heat-emergency tabletop plan was named on October 31 as one of the winners of the 2026 National Integrated Heat Health Information System Heat Tabletop Design Challenge, run by the National Oceanic and Atmospheric Administration's Climate Program Office. The plan, called Boston HeatShield, was submitted by Uri Kartoun and was among 40 winning entries nationwide, receiving a $25,000 prize to support a community heat tabletop exercise.

The scenario imagines a multi-day heat emergency with overnight temperatures staying high, localized stress on the power supply, and transportation and health services strained at the same time. The exercise focuses on neighborhoods including Roxbury, East Boston, Chinatown and Dorchester, with participants working through practical decisions.

The author said the exercise is planned largely online, grounded in real public data, and that planning is still at an early stage, with interest welcomed from people in Boston-area public health, emergency preparedness and community organizations. Chinatown's inclusion puts a spotlight on how dense neighborhoods with many older residents secure cooling, power and health support during extreme heat.
