DHS Announces Results of 15-State Operation Guardian: More Than 230 Arrests, Including Over 40 Commercial License Holders

Washington — The U.S. Department of Homeland Security (DHS) on November 2 announced the results of Operation Guardian: U.S. Immigration and Customs Enforcement (ICE) and state and local partners conducted a three-day operation across 15 states from October 26 to October 28, arresting more than 230 illegal aliens, including more than 40 holders of commercial driver's licenses (CDLs).
Secretary of Homeland Security Markwayne Mullin announced the results at a press conference held at the headquarters of Melton Truck Lines in Tulsa, Oklahoma, joined by the company's executives, ICE officials, and highway patrol leaders from Oklahoma and Texas. Before the press conference, Mullin took part in a closed-door roundtable with the attendees.
"Thanks to the hardworking patriots of ICE, and our state and local partners, Operation Guardian was an incredible success. In just three days, we arrested more than 230 illegal aliens, including over 40 illegal aliens with commercial driver's licenses, across 15 states," Secretary Mullin said. "Operation Guardian proves how federal and local law enforcement can work together to get threats like these off of our roadways and protect the homeland. Since day one, President Trump promised to Make American Roads Safe Again, and he continues to deliver for the American people. Our roads are safer with these illegal aliens no longer behind the wheels of semi-trucks."
DHS cited two arrests from the operation. On October 26, the Oklahoma Highway Patrol stopped a vehicle on I-35 after observing the driver looking down at his cell phone while driving; a registration check showed the vehicle had been reported stolen in Texas. The driver, Luis Armando Garlo Rodriguez, an illegal alien from Honduras, resisted arrest, broke the trooper's arm and fled on foot before additional officers tracked him down and arrested him. ICE Homeland Security Investigations (HSI) in Tulsa has filed charges against Rodriguez for assaulting, resisting, and impeding certain officers or employees.
On October 27, the Oklahoma Highway Patrol stopped a vehicle on I-40 and determined that all seven occupants were illegal aliens, including an unaccompanied child. The driver, Arturo Alvarado-Islas, an illegal alien from Mexico who entered the United States at an unknown date and location, was turned over to ICE custody the same day.
The 15 states that participated in Operation Guardian were Alabama, Arkansas, Florida, Georgia, Indiana, Iowa, Louisiana, Mississippi, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, Tennessee, and Texas. The operation targeted illegal aliens with unauthorized CDLs and other public safety threats in the trucking industry.
DHS said the operation is part of the administration's broader nationwide crackdown on illegal aliens with CDLs: ICE launched Operation Guardrail, a nationwide operation targeting commercial vehicles operating in violation of U.S. laws, on September 25, and had arrested 303 aliens through it as of October 29. From January 20, 2025 to October 28, 2026, ICE has made 4,795 CDL-related arrests nationwide, including 1,233 arrests involving CDL holders.
