Rep. Downing Speaks Out: Mourning a Fallen Deputy Sheriff While Pushing Crow Tribe Water Legislation

In the Crow Tribe reservation area of Big Horn County, Montana, U.S. Representative Troy Downing, who represents Montana, wrote on social media on November 1 about water infrastructure legislation for the state, stressing flexibility for Montana communities to meet their water project needs, including legislation specifically for the Crow Tribe. Downing wrote that he has made the issue a priority in Congress and that the Crow Tribe legislation replaces a "one-size-fits-all" approach with freedom for each community to tailor water projects, addressing long-standing problems of water access and infrastructure.
The day before, on October 31, Downing also posted a tribute to a fallen law enforcement officer, writing that he was praying for Deputy Tepsma's family and would always be grateful for his service and for the sacrifices of all Montana law enforcement officers.
Water access and infrastructure have long been key concerns for tribal and rural communities in Montana. The Crow Tribe Water Rights Settlement Act was passed by Congress in 2010 as part of a series of efforts to address those challenges and give tribes more control over local resources. Downing said the new legislative approach is to let communities design water projects that fit their own needs rather than applying a uniform model. The bill's specific text and timetable remain subject to the official congressional record.
