Monday, November 2, 2026 · States · GSM News

U.S. Department of Agriculture (USDA) Rural Development Illinois State Director Jesus Ortega announced on November 2, 2026, that USDA will invest more than $1.1 million in Illinois through Phase 4 of the Meat and Poultry Processing Expansion Program (MPPEP). Six meat processing projects will receive a combined $1,177,509 to expand capacity and modernize facilities.

The six recipients are: Wennemann Meat Co. Inc. in St. Libory, which will receive $451,405 to replace aging refrigeration systems, expand cold-storage capacity, and add dock upgrades, pallet racking and traceability features; Schneider Meats LLC in Clinton County, which will receive $243,243 to acquire a two-chamber jet-air industrial smokehouse and a rollstock thermoforming vacuum packaging machine; and Dutch Valley Meats Inc. in Arthur, which will receive $227,811 to purchase modern processing equipment as it works toward doubling its capacity to process locally and regionally sourced beef.

Harvester Meat Company in Canton will receive $125,103 to buy a portioning unit and a vacuum packaging system, increasing packaging output from about 20 to 30 packages per minute. WP Meat Company LLC in Enfield will receive $95,940 to purchase a 20-foot refrigerated freezer unit, a walk-in cooler refrigeration system, and a diesel generator with an automatic transfer switch. Allen's Farm Quality Meats in Homer will receive $34,007 to purchase a backup generator and a commercial freezer merchandiser to safeguard refrigerated inventory and reduce downtime.

Ortega said that under the leadership of President Trump, Vice President Vance and Agriculture Secretary Brooke Rollins, Rural Development programs such as MPPEP are creating new opportunities for rural businesses and livestock producers, and that expanding processing capacity and modernizing facilities help build a stronger, more competitive meat supply chain and contribute to the economic vitality of rural America.

The primary purpose of MPPEP Phase 4 is to support the beef industry by diversifying the meat and poultry supply chain and opening local market opportunities. An applicant's facility must primarily process cattle to be eligible, though funds and equipment may also be used for meat and poultry processing at the facility.

The awards are part of the state-by-state rollout of MPPEP Phase 4. Vice President JD Vance and Agriculture Secretary Brooke L. Rollins previously announced that processors in 40 states are expected to receive a total of $57,424,130 across 147 awards under the program. USDA has awarded more than $200 million to independent businesses under MPPEP to date.
