Red Cat Holdings, Inc. (Nasdaq: RCAT), a Salt Lake City, Utah-based provider of drone and robotic solutions for defense and national security, announced on November 2 a strategic partnership with Sine Engineering, integrating communications, navigation and networking technologies developed and tested in Ukraine into Red Cat's air and maritime autonomous platforms.

The partnership is established through a memorandum of understanding signed with Sine Advanced Engineering, Inc., Sine's U.S. business. The companies will integrate Sine's resilient communications, video and control links, GPS-independent positioning and networking into Red Cat's Blue Ops uncrewed surface vessels and aerial UAV platforms, aiming to help unmanned systems maintain command and control, video and data links, and positioning in GPS-denied and communications-contested environments.

Integration and field work involving the companies' technologies are already underway. Red Cat said initial integration with Sine technology has been crucial to its success in Ukraine with its Hellcat platform. Under the MOU, the companies will focus initially on maritime platforms and distributed networking infrastructure, including buoys and beacons, while exploring opportunities across Red Cat's broader portfolio.

Ukraine has become one of the world's most important proving grounds for drone communications and electronic warfare, said Jeff Thompson, CEO of Red Cat, adding that the partnership combines battlefield-tested technology with U.S.-designed and manufactured drones. Mark Edgar, Co-CEO of Sine Advanced Engineering, said resilient communications and navigation are foundational to the next generation of unmanned systems.

Sine Engineering is a Ukraine-rooted global technology company developing resilient communications, navigation and onboard autonomy for highly contested environments since 2022, with offices and R&D centers in Ukraine, the United States and Finland. In 2026, Sine became the first investment of the U.S.-Ukraine Reconstruction Investment Fund (URIF). Red Cat provides all-domain drone and robotic solutions across air, land, sea and space for military, government and public safety operations.
