Wang Yi Holds Phone Call with Philippine FM Lazaro: Three-Point Consensus on Dialogue and Managing Differences

On November 3, 2026, Chinese Foreign Minister Wang Yi held a phone call, at the latter's request, with Philippine Secretary of Foreign Affairs Lazaro. The two sides reached a three-point basic consensus on improving and developing China-Philippines relations, agreeing to maintain diplomatic dialogue, remove interference and responsibly manage differences.
Wang Yi said China-Philippines relations currently face malicious interference, with a small number of Philippine politicians, driven by political prejudice and self-interest, repeatedly attacking and smearing China, politicizing normal economic, trade and people-to-people exchanges, and infringing on the legitimate rights and interests of Chinese personnel and institutions in the Philippines. He said the Philippine side should better restrain the individuals concerned and speak with a rational, unified voice on its China policy. Wang stressed that China's will to safeguard its sovereignty and territorial integrity and achieve national reunification is unwavering, and that the Philippines should implement the one-China policy in practice and be prudent in words and deeds on maritime issues.
Lazaro said the Philippines attaches great importance to its relations with China and hopes for stable and predictable bilateral ties; with countries facing challenges in areas such as the economy and energy, communication between the Philippines and China helps manage differences, improve bilateral relations and promote regional peace and stability. Lazaro said the Philippines firmly follows the one-China policy and that this position will not change, and that it is willing to properly handle maritime issues with China through dialogue and consultation. As the rotating ASEAN chair, the Philippines appreciates and looks forward to China playing a greater role in bringing more results to the ASEAN-China comprehensive strategic partnership.
The three-point consensus is: a healthy and stable China-Philippines relationship serves both sides' interests and meets regional expectations, and the two sides agreed to maintain diplomatic dialogue to that end; both sides will work to remove internal and external interference and oppose any malicious provocation that undermines diplomatic efforts; and both sides should responsibly manage differences, stabilize the situation and seek to expand common interests. The two sides also exchanged views on the upcoming East Asia cooperation leaders' meetings to be held in the Philippines and the APEC Economic Leaders' Meeting to be held afterwards in Shenzhen, China.
