San José Marks One Year of Pop-Up Permits, With the Next Event Set for December 5

The City of San José, in Santa Clara County, California, announced on October 21 that its Pop-Up Permits program is celebrating its first year. The event series, organized by the Planning, Building and Code Enforcement Department (PBCE), makes the permitting process easier and faster to navigate by offering weekend hours for advice on residential projects at community centers and libraries across the city. More than 800 residents have stopped by the events since the program began last October.

At the events, planning and building plan reviewers and building inspectors have answered questions about everything from tree removal to kitchen renovations and issued permits on the spot for simple projects like heat pump water heaters. Property owners thinking about adding an Accessory Dwelling Unit (ADU) can also talk to one of the city's ADU Allies. The city noted that San José is a leader in ADU policy and became home to the first ADU condo in the state last summer.

"We're bringing permitting to the people, making it easier to get answers on everything from kitchen renovations to backyard ADUs," said Mayor Matt Mahan. "Improving your home is a big enough project without having to navigate City bureaucracy. We want residents spending less time on paperwork and more time getting the job done." City Manager Jennifer Maguire said Pop-Up Permits brings the city's experts directly into the neighborhoods they serve, making the process more accessible and efficient. Lisa Joiner, the city's Chief Building Official, said every participant surveyed ranked their experience as excellent or good and said they are very likely to return or recommend the program.

PBCE has also launched new tools to make building easier: Start Your Project pages on the city's website walk applicants through permitting, more than 50 permits are available online through SJPermits.org and can be secured in minutes, and uploading plans through SJePlans has sped up plan review. Applicants used online tools to apply for more than 80 percent of planning and building permits issued this year. The next Pop-Up Permits event is scheduled for December 5 at the Evergreen Branch Library, from 10 a.m. to 1 p.m.
