Sacramento Secures $4.6 Million for Phase 3 of the Franklin Boulevard Complete Street Project

The City of Sacramento, in Sacramento County, California, has announced that it has secured $4.6 million in regional transportation funding toward construction of the third phase of the Franklin Boulevard Complete Street project, building on approximately $20 million in improvements already completed along the corridor in the first two phases.
The Sacramento Area Council of Governments (SACOG) Board of Directors approved the funding through its 2026 System Preservation Program, which supports projects that preserve and improve critical transportation infrastructure throughout the region. The award will support pavement rehabilitation as part of Phase 3 and was selected through SACOG's competitive, performance-based process. The estimated total cost of Phase 3 is approximately $18 million, and while the SACOG award supports pavement work, the city continues to pursue additional funding for the project's bicycle, pedestrian and other improvements.
Phase 3 will focus on safety and mobility improvements along Franklin Boulevard between 32nd and 38th Avenues. Planned work includes rehabilitating deteriorated pavement, adding protected and buffered bicycle lanes, improving sidewalks, pedestrian crossings and accessibility, reconfiguring travel lanes to calm traffic, upgrading traffic signals and lighting, and adding shade trees and pedestrian-scale lighting.
"This award recognizes the progress we've already made along Franklin Boulevard and helps us continue that momentum," said Jesse Gothan, supervising engineer with the city's Department of Public Works. "We've made significant investments in this corridor, and Phase 3 is the next step toward creating a safer, more accessible and reliable roadway for the surrounding neighborhoods and businesses." Environmental review and preliminary engineering for Phase 3 are complete, with final design and right-of-way activities under way; construction is anticipated to begin in 2028.
