Japan: State-Backed Fund JIC Plans to Sell Chip Materials Maker JSR to Mitsui Chemicals in Deal That Could Exceed 1.3 Trillion Yen

Japan Investment Corporation (JIC), a state-backed fund, plans to sell chipmaking materials maker JSR to Mitsui Chemicals in a deal that could exceed 1.3 trillion yen (US$8.2 billion), two people familiar with the matter told Reuters on November 4. A decision could come as soon as within the month, one of the people said; both declined to be identified as the information is not public. JIC, JSR and Mitsui Chemicals did not reply to requests for comment.
JIC, which is overseen by Japan's Ministry of Economy, Trade and Industry, was set up in 2018 to invest in companies with the goal of boosting Japan's competitiveness. Reuters had previously reported that JIC was considering selling JSR; this is the first report naming Mitsui Chemicals as the final buyer.
A deal would reshape Japan's chip supply chain, as JSR supplies photoresists and other materials critical to semiconductor manufacturing and the government seeks to improve the competitiveness of its chip industry. Market participants, however, see the acquisition as a large one for Mitsui Chemicals to digest financially.
